Foreign Office to Colonial Office.
Foreign Office, May 14, 1914. WITH reference to the letter from this Office of the 9th ultimo, I am directed by Secretary Sir E. Grey to transmit to you herewith copy of a despatch from His Majesty's Chargé d'Affaires at Vienna, forwarding copy of a note addressed by the Austro-Hungarian Government to the Netherlands Minister declaring their intention of adhering as soon as possible to the International Opium Convention.
Now that this declaration has been obtained the only obstacle to ratification by His Majesty's Government would appear to be the fact that the convention has not yet been signed on behalf of the colony of Bermuda, which is, according to the information available at this Office, the only British colony outstanding.
Sir E. Grey would, therefore, be glad to learn whether this colony may be expected to adhere to the convention at an early date, and he would request that Mr. Secretary Harcourt may
be moved to take such steps as may be possible to secure its adherence as soon as possible.
